INSA demands:

„Basic income for minor makes unnecessary every other bureaucratic alternatives. “

In the political debate on the Hartz IV for children about education card, child care subsidy and child benefit is missing the clear confession to a children due assurance. Therefore INSA suggest the introduction of a „children's basic income scheme“ of 400 € a month.

The children's basic income scheme will be a first important step to a unconditional basic income like the previous minister president of Thuringia Dieter Althaus and his at the time undersecretary Hermann Binkert (both CDU), suggest in their book „solidary basic income scheme – the people trust, secure freedom lasting and holistic“.*

Possibly own income of the minor will pay tax on 40 per cent uniform. Tax and children's basic income scheme will offset in the systematic of the negative income tax and pay off the remaining amount as children's basic income scheme.

The goal is it to organize such a child due assurance as possible budget neutral. Up to 65 billion € will amount to the gross- costs of the children's basic income scheme. Actually the costs will be clear lower because the own employment income of minor be defeated uniform income tax of 40 per cent and will offset with the income tax at own income of 1000 € a month. At own income under 1000 € the minor get the appropriately part of the children's basic income scheme as a „negative income tax“. About 40 billion € expenses or less tax revenue are cancelled for child benefit and child allowance.

„The politic could set a mark for a modern social politic and strengthening of the family by the children's basic income scheme“ said the leader of INSA Hermann Binkert.

„The decision for a children's basic income scheme as unconditional basic income for minor will more fair and easier as the up to now discussed alternatives of Hartz IV rate about the so called education cards up to child care subsidy.“
